新型肺炎で航空便運休・減便に特例措置　Special measures for air suspension and reduced flight due to new type pneumonia

国土交通省は中国本土路線を対象にU/L(Use it or Lose it)ルールの適用を一時停止している。U/Lルールは、一定の便数を運航することで翌年同スケジュールのタイムスロット優先配分権(ヒストリック)を確保できるもの。新型コロナウイルスによる肺炎拡大で、多くの運休や減便を余儀なくされている現状を踏まえ、一時停止の特例措置をとることとした。対象は成田、羽田、関西、福岡の4空港を発着する航空便。旅客便および貨物便、日本の航空会社、外国の航空会社いずれも対象となる。現時点で2019年冬季スケジュール(～3月28日)中の措置となっている。中国本土路線以外の路線は、他国の動向や各種状況を踏まえて検討するという。

The Ministry of Land, Infrastructure, Transport and Tourism has suspended the application of U / L (Use it or Lose it) rules for mainland China routes. Under the U / L rule, operating a certain number of flights will ensure priority time slot allocation (historic) for the same schedule the following year. Given the current situation in which pneumonia caused by the new coronavirus has caused many suspensions and reduced flights, special measures have been taken for temporary suspension. The target is flights to and from Narita, Haneda, Kansai and Fukuoka. Passenger and cargo flights, Japanese airlines, and foreign airlines are all eligible. It is currently under action during the 2019 Winter Schedule (until March 28). Routes other than mainland China will be considered based on trends in other countries and various situations.
